The Fusion locking system relies on friction to work. If the rubbers or the inside of the tube is dusty, dirty or oily, the whole thing will not work.
To fix, just clean the entire ends of the handle section, with the rubbers, in soapy water and dry.
Do the same for the ends of the tubes that fit your handle.
My collapsible Fusion staff section won't tighten.
